Sixteen-year-old Hiba Ismail Al Haji tells a UNHCR staff member how she came to be taken in by a foster family in the Yida refugee settlement .

UNHCR is working to find solutions for all unaccompanied minors arriving in the settlement.

YIDA, South Sudan, April 22 (UNHCR) For four days, 16-year-old Hiba Ishmail Al Haji and her sister walked through the bush to escape the aerial bombings in Sudan’s South Kordofan state that had already separated the girls from their parents . Along the way they begged for food and water from sympathetic locals, navigated military checkpoints and struggled with illness.

When they entered South Sudan they headed to the Yida refugee settlement, which had been established in 2011 by people fleeing the violence in Sudan . There they found shelter in a compound full of other unaccompanied children.

That was a year ago .

Last month Hiba and the other girls again found themselves running for their lives when an exchange of gunfire in Yida left a policeman dead . The cause of the gunfight is still not clear and though normal life has resumed in the settlement, the incident sent the 60 girls that remained in the compound on a frantic search for safety.

“During the shooting, a man, I think he was a policeman, came to us and told us to lie down and to take cover,” recounted Hiba. “As soon as the shooting stopped, all the girls ran off in different directions to try and find a family who could help them.”

Hiba found herself in a family compound whose residents had also fled . She spent the night alone in their shelter .

The following day the family returned and offered to take her in. “According to our culture, if a tribe member needs help we have to provide it,” said Um Juma Hamid, who is caring for five children of her own as well as one other child that is not related to her.

UNHCR, which had been assisting the girls in their compound by hiring a female carer, providing relief items, organizing food rations and improving security around the premises, is now working to trace all the girls who fled and to either reunite them with family members or place them with foster families.

Carolyn Akello, a protection officer with the UN refugee agency, said that most host families, and even the girls’ relatives, lack the means to care for additional children. “We are working to identify the needs of the girls and the host families and to lighten the burden on those families,” she said.

In a soft voice that verges on a whisper, Hiba said she was still adjusting to her new home . There are more chores and the family’s shelter is not big enough to accommodate everyone so Hiba sleeps on a bench outside. “I want to stay, but the family I am with needs help,” she said.

It is that additional assistance, in the form of shelter materials and other relief items, that UNHCR is in the process of providing, said Akello. “We want to keep the girls in the community and out of the compounds,” she said. “Many of the girls do have relatives here and with some additional assistance the families should be able to look after these children.”

Of the more than 70,000 refugees living in the Yida settlement, an estimated 1,750 arrived as unaccompanied minors . UNHCR seeks to protect all unaccompanied children by reuniting them with immediate or extended families or by placing them with foster families.

The UN refugee agency has long expressed concerns over the presence of armed elements in the Yida settlement and over its proximity to a militarized and contested border .

In addition to severely compromising the civilian character of the settlement, the presence of armed elements greatly hinders UNHCR’s ability to provide protection to refugees.

On March 30, the UN refugee agency opened a new refugee camp in the vicinity with the capacity to accommodate up to 20,000 refugees .

The Ajoung Thok camp provides those living there with access to education, health care and livelihood opportunities.

Though her foster family has no immediate plans to move to Ajoung Thok, education remains at the forefront of Hiba’s concerns about the future. “There were no schools in my village,” she said. “Until there is peace and until I can continue my education, I don’t want to return home.”

A disgraced policeman had sex with a former escort girl on the bonnet of his squad car while in full uniform and then looked up her details on a police computer, a court heard. Pc Kyle Webber resigned from Central Scotland Police in May following allegations that he had sex with Sarah Mitchell, 23, described at the time as a former escort girl. Alloa Sheriff Court heard how Webber, an officer with Central Scotland Police for seven years, faced claims of having sex her on the bonnet of his squad car in uniform at Alloa Police Station in 2011. The 30-year-old then looked up Miss Mitchell on the Central Scotland Police Crimefile database as he ‘thought he had a responsibility to her’ following their sex sessions. Ann McNeil, prosecuting, said that Webber’s use of the computer had come to light when officers were investigating him over the sex allegations. The depute fiscal said: ‘The accused was a serving police officer and the subject of an internal investigation with regards to another matter. ‘The information I have is the allegation was that the accused had engaged in inappropriate sexual conduct with a female member of the public while on duty. ‘That matter was being investigated. As part of that investigation the police examined an internal computer system. The system had a secure entry system on it.


‘On November 10, 2011, police examined the searches conducted, to see if the accused had been looking at records held there. ‘They found that on June 6, 2011, he had accessed Crimefile with a search that was related to a female who had previously been in custody. ‘It was the same female (as the one in the inappropriate sexual conduct allegations). ‘She had been either in custody or in an interview, and it was that particular file that had been looked. ‘The accused had not any legitimate police purpose for accessing the file, and this amounted to the breach.’ Webber, of Bridge of Allan, Stirlingshire, pleaded guilty to knowingly or recklessly accessing the Central Scotland Police Crimefile database, while he was an officer at the force, to check up on Miss Mitchell, without the consent of his data controller – a breach of the Data Protection Act. The offence was committed on June 6, 2011 at Alloa Police Office. Defence agent Nicholas Scullion said that Webber had been ‘through personal tragedy’ following the accusations. He said that Webber had looked Miss Mitchell up on the police data base as he was ‘concerned’ about her. He said he hadn’t heard anything from her, and he thought she was ‘vulnerable’. Mr Scullion said: ‘He had thought he had a responsibility to her. He accessed the file as he wanted to see if there was any news as to her whereabouts. ‘He tendered his resignation as a consequence of this. He now finds himself unemployed. ‘He fully accepts his culpability and responsibilities as a police officer. He has suffered very heavily as a consequence from this.’ Fining Webber £500, Sheriff David Mackie said that he was only concerned with the ‘the offence under the Data Protection Act.’ He added: ‘I have been informed by the Crown that you have resigned from the police force.’ He told Webber he would restrict the fine to £500 ‘having regards to your limited means’. Webber, who also sent nude pictures to Miss Mitchell from the house he shared with his girlfriend at the time, tried to avoid photographers as he left the court, exiting via a back door. A former pupil of top Scottish independent school Dollar Academy, Webber is currently unemployed but advertising on the internet to use his police skills for ‘commercial’ purposes. He is now living with his parents in up-market Bridge of Allan.

Now, rampant sex abuses reported in UK Armed Forces

London, Aug. 28 ( ANI ): One rape or sexual assault is reported by members of the British armed forces every week, but real figures could be much higher. The Member of Parliament, who released these figures, believes that they could be a huge underestimate, with the true figures closer to an attack a day. Over the past two-and-a-half-years, there have been 53 rapes and 86 sexual assaults reported in the Army, the Navy and the Air Force. According to the Daily Mail, Labour MP Madeleine Moon , who received the figures in a parliamentary question, said she was concerned that there was a ‘culture of silence’, with hundreds of victims never reporting attacks. Only nine rape cases and 45 sexual assault complaints have ended in conviction, the report said. The figures only include reports made to the Armed Forces ‘ service police departments, meaning the cases are perpetrated by servicemen and women on their compatriots, the report added. According to the report, the Ministry of Defence could not say how many victims were male and how many were female. Moon said she looked into the issue after reading that the US Department of Defense estimates that only 13.5 percent of assault victims in the Armed Forces report the attack. “Worryingly, the Ministry of Defence is saying they have no record of any prosecutions taking place in civilian courts,” Moon said. “I want to ensure the military process is robust enough and that we don’t have a culture of silence preventing cases being dealt with effectively. If there is a culture of silence, we need robust structures in place to stamp it out,” Moon added. A spokesman for the Ministry of Defence said any allegations of rape and sexual assault are investigated by either the civil or service police, the report added. (ANI)

Afghanistan War: Man In Afghan Police Uniform Kills NATO Service …

KABUL, Afghanistan — A man in an Afghan police uniform shot and killed a U.S. service member on Sunday, a U.S. Defense Department official said, raising the death toll to 10 in such attacks in the space of just two weeks.

The surge in violence by Afghan allies against their international partners has raised doubts about the ability of the two forces to work together at a key transition time. Afghan forces are expected to take over security for the country by the end of 2014, when the majority of international combat forces are scheduled to leave.

On the other side, a coalition airstrike killed dozens of Taliban militants, including one of their leaders, officials said.

The U.S. defense official in Washington discussed the matter on condition of anyonymity because the official notification process had not been completed.

Few details were immediately available about Sunday’s killing of a coalition member in southern Afghanistan. NATO said only that they and Afghan authorities were investigating. Afghan officials could not be reached for comment.

The Taliban have been actively recruiting members of the Afghan security forces, saying in a statement last week that they considered these turncoat attacks a major part of their strategy against international forces.

Once an anomaly, these attacks have been climbing in recent months. There have been 30 such turncoat attacks so far this year, up from 11 in 2011.

On Saturday Defense Secretary Leon Panetta called Afghan President Hamid Karzai to encourage him to work with U.S. commanders to ensure more rigorous vetting of Afghan recruits.

On Friday it was disclosed that U.S. troops have been ordered to carry loaded weapons at all times in Afghanistan, even when they are on their bases. The order was a precaution against such insider attacks.

The monthlong Ramadan fasting period that ended Sunday has been particularly violent. The Eid al-Fitr holiday on Sunday continued the trend.

Insurgents killed two pairs of brothers with links to the government as well as three NATO service members in three separate attacks.

In the first attack, a bomb hidden in a cemetery in the southern province of Helmand killed a police chief and his brother who were visiting a family grave for the holiday.

Seven of the men’s family members were wounded in the early-morning blast in the provincial capital of Lashkar Gah, said the Helmand deputy police chief, Ghulam Rabbani.

No one claimed responsibility, but the attack was consistent with the Taliban’s strategy to target authorities and others who align themselves with the government or international forces.

The two men were brothers of a lawmaker for Helmand province, Abdulwadood Popal, who was not at the cemetery at the time of the blast. The family was visiting the grave after attending a morning prayer service for the holiday, which ends the month-long Ramadan fasting period.

Later in the western Farah province, gunmen on a motorcycle opened fire on the car of an intelligence service official as he was driving home from a family visit, killing him and his brother, who worked for the customs service.

Another relative was wounded, provincial deputy police chief Ghulam Ghows Malyar said.

In central Afghanistan, three NATO service members were killed when a vehicle struck a roadside bomb, officials said. Bamiyan Gov. Habiba Sarabi said the blast went off in Kohmard district while the troops were out on patrol.

NATO forces confirmed that three coalition service members were killed in a bombing, but did not provide their nationalities or other details.

Taliban spokesman Zabiullah Mujahid claimed responsibility for the attack in a statement.

Including Sunday’s deaths, at least 41 international troops have been killed so far this month in Afghanistan.

In a speech marking the holiday, Karzai condemned the Ramadan attacks.

“The enemies of Muslims … during the holy month of Ramadan treated the nation of Afghanistan cruelly: bombs, explosions in mosques, suicide attacks in mosques,” Karzai said.

He challenged the Taliban to disavow them.

“If you are not behind this, it is being done in your name. As Muslims, as Afghans, raise your voice and say that you did not do it,” he appealed.

In a message ahead of Eid al-Fitr, Taliban leader Mullah Mohammad Omar instructed his fighters once again to avoid killing or wounding Afghan civilians.

The Taliban have said previously, however, that they do not consider those who collaborate with the government to be civilians.

Killings of Afghan civilians have surged this year, according to the United Nations. Civilian deaths from targeted killings and assassinations jumped 34 percent for the first six months of 2012 to 255 killed, from 190 in 2011, the U.N. said in a report issued earlier this month.

Also Sunday, officials said that an airstrike by coalition forces in the northeast killed a large group of Taliban fighters and a local insurgent leader. At least two dozen insurgents were killed in the attack in Kunar province, said NATO forces spokesman Maj. Martyn Crighton.

Kunar Gov. Sayed Fazlullah Wahidi said the strike killed as many as 50 insurgents who had massed in a remote area of the province. He said it was not clear why they had gathered.
